its not a we dont want to do this, its a risk vs reward issue, the reward is far too small to be worth the risk
and YOU are the only one that should ever see your log in name, no one else. there are no "desirable" usernames. this is not a game. your profile name is not unique, multiple people can have it at the same time.
For many legal reasons Valve is required to store account information.
For example in Germany you must keep certain information available for over a decade. Some even longer. Especially information regarding financial transactions.
It's not that simple.
Paying money for some games doesn't mean they have to do whatever it is you want done.
Yes, they don't care about frivolous requests from one random user. They aren't your mom where throwing a tantrum gets your way.

Accounts aren't actually deleted, they are just unlinked and archived, but the account still remains.
Also again account names should never be re-used.
Inactive or non-active accounts are still in use. Since the username is how you login you can't be taking usernames away from people anymore than you can take email addresses away from people because you feel like the one you want isn't being used enough by the current user who has it.
Not to many accounts are actually deleted, so I wouldn't expect too many user names to be freed up from that.
That being said, forever is a long time, so there's always the chance that someday they refactor the user tables and have a process to migrate users over to a new system over time. That's not impossible. But users wanting to change user names probably isn't the concern that will be driving those upgrades.
It's literally something only you can see so there's no reason for Valve to bother.
And then they get into hot water because that person suddenly decides they want to come back and use all the stuff they purchased but SURPRISE it's been poofed.
