I do not have VR hardware. But steam is asking me two options. I have tried both options but the games own launch system handles not having VR hardware and just launches as non-VR even if you choose steam VR mode. So in this case the option is useless and just an annoying step for me.
NB : many games launch like this in steam and its like having a login prompt for every time you click play.
please note that steam added a remember my credentials for login so you don't have to type your passwords in every time. So why not have a option to remember your default choice here.
It only takes a "default_launch = 2" setting adding to the steam launch file and a little code to choose option 2.
(this option used to be under the properties in steam before but they moved it to "on every launch".)

I do agree it would be nice to have an option in the settings for each app, where you can set a prefered launch type. you can pick and chose dlcs to install so this might as well also be added.
