Why are not given steam points for replenishing the balance?
I donate to my steam balance and dont given points for this...

This is directly from the FAQ:

You will not receive any points for funding your Steam Wallet or for any Steam Community Market purchases.

Because market items are not locked to your account. If it gave points for market purchases, then you could buy from the market and get points, list your items back on the market, and rebuy again for more points. Rinse and repeat to get virtually unlimited Steam points.

Plus, they only want to give points for NEW purchases--i.e. you spending money on Steam. Anything on the market is existing money in the system that someone else already paid for.

Adding money to steam wallet is bringing new money into the system though.

People should be able to receive points one time at the moment of buying wallet funds and then they can use these funds however many times to buy market items without receiving any more points.

ok, but that wasn't the decision they made. Businesses make business decisions for reasons they see fit. I'm sure they designed it to prevent loopholes or exploits...

Buy market item for 4000€ -> Get tons of points -> Sell it for 4000€ (You will lose only the 15% tax) -> Points stay!
