Peoples accounts get hijacked all the time. The hijackers then spam their complete friends list with links and a story to that same phishing website.
Viruses can be embedded into most things including a simple image file
I don't see why Valve should make the effort to add something just because people are lazy to do few more clicks.
Viruses/malware/etc can be embedded in literally anything.
Then you have the issue of legality. Valve is required by law to report illegal activity, file sharing stuff like MP3s is illegal activity. Why do you think people get sued for uploading songs/movies/games/programs all the time?
This is never going to happen, because Valve doesn't want to have to keep track of all that stuff, and doesn't want to get dragged into legal battles.
