Disable ALL Auto-Downloads

PLEASE can we have some more options on the
downloads settings screen [gyazo.com]?

Disabling EACH game individually [gyazo.com] is cumbersome. Not only that, but often, games continue to auto-download regardless of the auto-downloading disabled for a game.

This doesn't even cover Workshop Downloads! There is no way of disabling the auto-download of mods. This is EXTREMELY frustrating when someone is on metered internet (especially when they have no choice but to have it metered due to location), then attempt to download something and realise Steam has yeeted all your gigs!

PLEASE add an option to disable auto-downloading mods!

Because there is no option for this, I've had to just go ahead and unsubscribe from ALL mods. And will go ahead and uninstall a bunch of games I wanted to keep installed (because ya know, metered internet). This really isn't good for the game creators or the modding community.

Suggested additions:
Settings/Downloads/Download restrictions
- Disable automatic game downloads (OR Enable manual game downloads)
- Disable automatic workshop downloads )OR Enable manual workshop downloads)
- Adding some info under each section what the default options are to clarify
