Download limit bandwidth
I tried to watch a movie while downloading the game. And set a limit bandwidth to 80 Mbps in Steam settings. But it didn't work. Steam still uses 95-100 Mbps. I can't watch the movie(

If you are trying to watch it off a streaming service like netflix or what ever you are going to have to limit Steam even more.

Depending on the quality of the stream from these streaming sites they require 25 to 30 megabytes a second if I remember right for 1080p quality, if you want 4k quality its going to be higher.

So I would suggest limiting Steam to no more than 50 megabytes a second.

Streaming is not downloading. And the broadcast settings are for streaming gameplay, not watching movies.

I'm talking about exactly downloading. I wanted to let Steam use only 80Mb/s maximum, because I have only 100Mb/s internet. In that way I wanted to watch movie with 20Mb/s.

its more likely your connection can't actually sustain 100mbps

not to mention a movie should be able to buffer fine and doesnt need 20mbps constantly

Depending on where you are streaming from and what quality it is, its going to require at least 1/4 to 1/2 of your connection.

As I mentioned, cut your download speed on steam to half of what your connection is. If you are still having problems steaming a movie, take it down even further or watch the movie in lower quality.
