Depending on the quality of the stream from these streaming sites they require 25 to 30 megabytes a second if I remember right for 1080p quality, if you want 4k quality its going to be higher.
So I would suggest limiting Steam to no more than 50 megabytes a second.
not to mention a movie should be able to buffer fine and doesnt need 20mbps constantly
As I mentioned, cut your download speed on steam to half of what your connection is. If you are still having problems steaming a movie, take it down even further or watch the movie in lower quality.
