At least you are admitting its gambling, which you should know that gambling is illegal for kids to do all over the world even if its not for actual money.
Valve would have to make sure no kids can do that, and because there is no actual way for them to confirm who is an adult and who isn't, they would not setup something like this.
They would basically have to totally change Steam all around and not allow kids on their service. And no they just can't and won't just split up their service so that ones an adult site and ones for everyone.
And yes, just because its not for money its still gambling.
