If you want to see a person's other achievements, if their library is public, you can click "View Stats" on any game in their library.
The point of the decimal points is being able to accurately see which achievements are actually more rare compared to others.
For instance, in Age of Empires 2 (2013)'s achievements page you can see that the rarest 10 achievements or so are all at 0.2%. I'm pretty sure the completion rate for each one of them is NOT exactly 0.2%, but some value between 0.1% and 0.2%.
With 2 or 3 decimal points of accuracy we could better check which achievement is actually more rare than another.
And if you then ask "Who cares?!"... well, people like me who enjoy achievements care :P
1. Purchase showcase extentions in the Points Shop.
2. Completionist showcase is now available. And you now have a separate tab for Perfect Games if you click the number in the achievement showcase.
