2.they can just an option to go back to the old ui
1: It already is easy to use.
2: Valve have already shown that they do not wish to provide such feature.
Also what's more "Modern" for you? What client should they copy?
Valve does not go back to the old client/ui nor have an option to revert once a new version is released.
And as others have asked, what do you mean by modern? Do want it to look like a smart phone or something? Because I sure know I don't.
I like how small modes looks, though there are things they could do to add to that, but the over all look for it does what it needs to do, gives you a list of games to click on and play.
It looks fine as-is, the 'but current year' is not a valid point.

OP: it's simple enough and clear enough, and modern enough. I'd much rather have it NOT change, than change any further.
Not sure what you mean by "modern", though I would like Steam to be more properly integrated into the OS's visual style of UI elements. I feel like this might be the opposite of what you're asking for, though...
Anyhow, in my opinion, the old UI worked better, since it was more responsive and lightweight, rather than pointlessly routing features through a browser-rendered interface, and in terms of its visual appearance it offered a spreadsheet-like option called List View which showed a lot more information at one time.
If you're good with skinning things, you might be able to make the UI do other things by editing the CSS, or simply by directly editing Steam's files (note that it might try to verify then overwrite your edits if you're not careful though). I remember seeing that someone had re-created the old UI's Detail View by editing the CSS. (Sadly, List View has not yet been re-created.)
I actually would prefer that color since it's a lighter color than what we have now. Most of my applications are in light mode or various lighter colors.
Steam had a bunch of usable skins several years ago, in all sorts of different colors -- I remember getting red, orange, pink, aqua, white, blue, "sewage green", and other colors. None of them work anymore though. Heck, they stopped working on some core parts of Steam such as the library display even before the big update hit, from what I recall.
And that is to its detriment.
