It's most likely put in to prevent people with stolen accounts from going nuts. An alternative workaround would be to require a SteamGuard confirmation after every four (or whatever) purchases, and only trigger a lockout after a greater number.
Anyhow, OP's concern isn't about the cost but rather about being locked out from making several purchases in a row.

Then again, why have a Sale at all then. If a game is being offered at discount I feel it isn't Steam's or any other party's business what is done with a Key afterward.
THAT is what actually gives value to the key in the first place.
But the fact you can just put your game on sale when ever for how ever much makes me think its more likely its the refund thing or valve wants to keep control over people reselling since valve would be losing money if people buy and resell keys with out valve making a deal
