There is graphic data missing. That's why it is like that. It doesn't know how to draw it proper. The benefit to that is that the file has a smaller size, this is advantages for low-bandwidth connections.
As your profile is fully provite, are you nolonger a limited account?
If you use a Google image did you save it as jpg or png?
No copyrights on it?
Make sure you test with non copyrighted image.
It needs to be re-created in a higher quality, if you want it fixed.
It would be easier for me, if VALVe does this for you, instead of me, because is their image after all. I can only replace VALVe's image by an enhanced version, and I don't know how they feel about that, when I start improving their image, just for you.

so how can i get this picture in a higher quality and how can i ask valve to fix my problems I don't think they'll improve it for me too xDDD
Anyway, it is a .jpg image, so there is always data loss. There is no escape from it. I am not sure if you can even use a different format on Steam. The image may get converted to .jpg no matter what you upload. I am not sure. That really depends on how they manage their things on their side.
You can't always enlarge/decrease the visual size of an image and retain the same image quality. And Steam tends to use a lot of different sizes for displaying avatars. Even if you make them look clean at one size, at another size they may look smudged again.
Take for example my avatar. It looks smudged on the forum when it gets enlarged, but in Steam Friends is looks sharp. There is no way to predict what the image quality will be without testing.
Take a close look at any of the custom avatars here. They all look smudged. Even VALVe employees look smudged.
The only avatars that don't look smudged, are the ones from the point shop.
