Steam informed them nearly a year in advance and gave them preview builds to make those.
Many just did not bother to do so.

Which collects fan made covers, banners and icons for thousands of games on Steam.
Even animated covers are possible in the new library.
I assigned custom covers for hundreds of games in my library, takes maybe an afternoon depending how many games you have.
Way better then looking at those old format covers.

Left is a game with updated cover artwork that fits for the new library format, right is a game that still uses the old horizontal format, which looks not good in the new UI.
The only solution right now is that you do it on your own, as the first comment suggested.

I've also seen a script that automatically updates all the old art using the steamgriddb database, but I don't remember where I saw it unfortunately. I did it manually because I wanted to choose each cover myself.

Unfortunately you're in the minority so, get used to it. On the other hand. You can hope that they tweak the library interface somewhat but at this poiint its less likely.
(I am kidding of course. It is half-arsed. That is what it is. But I did not wanted to be judgemental, because that is not constructive either, and contacting the developer probably will not work either, because chances are, they will just ignore or simply aren´t there to respond. So I just do it myself, if you do not mind.)
You're talking a group that's observed to be a small fraction of a percent of the population.

Plenty of reasons. But we know you'd never consider them to be good reasons.
As saiid you'dve already figured out a work around that is acceptable and works for ye. So then... problem solved. You do you and the masses get to enjoy the new library. EVerybody wins.
Also, Valve can't take ownership of games they did not create nor publish. It's up the the actual developers/publishers. In the mean time, you can use custom covers, which often are nicer anyway.
