Profiles are ultimately the community presentation card of the service. (If you're interacting with other members their profile is most likely the first thing you'll be looking at) By keeping all profiles 'look and feel' the same it provides a better user experience.
TLDR: Limited customization options allow users to set up their profiles without letting them go full-MySpace on their profiles.
I've seen enough of what people do with uploaded UGC as to understand why Valve may want to keep in check stuff like backgrounds and animated profile pictures. I wish the people around here was mature enough to let them freely customize their profiles, but experience has proven reality is quite different.
You can't sit there and use it as an excuse when it's in text, because you legitimate have time between writing and posting to evaluate what you've said.
