Add download progress at taskbar

Like web browsers does. So people can see download progress with Steam minimized.

May happen with the Library rework Open Beta that is supposed to launch today.

Steam used to show when there was activity (downloading) via the little icon in the system tray. But for whatever reason they removed it. Just having that was enough to tell me Steam was doing something or still doing something. I don't think we need it in the taskbar itself but just a color change to show that its doing something in the system tray would be nice.

on web browsers the taskbar icon has a green background while downloading (and it's progressing with the download). I think steam uses chromium. So they should be able to use the chromium feature for that. I think.

It was a feature that was removed about a month or 2 before they added the "downloads manage" area at the bottom of the client.
