you might try and contact the server admin to file an appeal. sometimes that works, sometimes it will not make a difference.

That’s the point
That's your only way to play again on that server : ban evasion is always seen as a bad faith move, and won't earn you any favors, or worse, making sure you stay permanently out, no matter how reformed you are.
You could also play on any of the other servers that the game offers : it requires nothing more than your original account and you entering another game room/IP/whatever join option you have, and may even net you a better game experience.
For the suggestion itself, Cathulhu said it best :
The users willing to dodge a ban, more often than not, are shown to not have the best interests of the community at heart, namely cheaters in games not using VAC. This is why you don't get to change your CD Key on a given account.
You’re banned. Suck it up and deal with it
But valv has no obligation to make your life easier to ban evade
