It's not your place to know how long someone's been offline unless they're your friend.

Last online does not affect someone accepting or declining a friend request.

Add them as friend if you wish to see their last online time. If they decline, don't take it personal.

Stalking however is a no-no.

OP, the last offline date says nothing about activity. All it says is when the last time was that you used either online or away in the friend list.

My profile says I'm offline for 47 days now because I'm usually on invisible in the friend list. I made it online for the Winter event when we had to do those tasks, otherwise it would have been somewhere between 100 and 200 days offline. Yet I'm on Steam every day and chat with people multiple times a week.

OP needs to work on their stalking issues. Just send an invite. If you don't become friends they may just ignore it or may not have been active for days, weeks or even years. Why you don't become friends isn't important.
