Looking into Downloads' configuration I can see there is still some kind of "download limiter", made to prioritize movies viewing, but it seems not that working (at least to me) at the time.
Anyhow, I set up the limiter to 2/3 too, will see how it works.
If actual max download speed is 3 MB/s, set it to 2 MB/s or some number under it. I just used those numbers as examples, Your speed could be faster or slower then that. Just set the limit bandwidth to something lower then your max speed.
If you don't know how fast your max speed is, try loading/installing a decent size game with nothing else going on on your computer and on your network connection. Something that takes at least say 3 to 4 minutes minimum to finish. And then on the Library page click on downloads and watch to see what the speed is. If you download/install something big enough, you will have time enough to mess with the download speeds on the settings page, and see it effect your download speeds.
