I'm pretty sure with all time in the world you can't do this because the case of the Optiplex 380 is a low profile one. Neither GTX 1080 Ti nor Vega 64 has a low profile version. Also if the card is higher then 3 slots you cant fit it either. Also the PSU is to weak to support such a card despite the fact of missing spare 2x 6+2 ATX connector.

Well any low profile card will fit but it is not worth it. The CPU is so old and weak that a new PC would be adviced.
Right. There's no point trying to upgrade an Optiplex, especially such a low-spec Optiplex as that one. Better to scrap it and start again.
The issue here is cost-effectiveness. Fitting a new GPU into your Optiplex means changing a bunch of other components, and by the time you're done it's essentially a new PC anyway.

^This, you have to get a new PC sadly, because that hardware isn't going to have a good time playing Ark surival Evolved, and subnatica, because those are heavy on the hardware.
This should give OP a bit of an idea how bad his CPU is when compare to CPU's that barely meets the requirements, that are very CPU intensive, especially Ark surival Evolved.

And those hardware problems can't be solved with upgrades. Buying a new system is literally the only option.
The main problems are the CPU, PSU and GPU. Which is a nice way of saying, the problem is literally the whole entire working system.
Upgrading the CPU isn't possible because the Motherboard is a total-loss. It's got zero upgrade potential - so to fit a better CPU you'll also need a new mainboard. And that also means new RAM, because modern-standard motherboards require DDR4 RAM and you don't have that.
You'll also need a new Graphics Card, but again there's a major problem. Your current PSU isn't capable of handling a full-spec gaming graphics card and needs to be replaced. But the Optiplex case doesn't accept standard PSUs, so you'll need a new case as well.
It really is a nightmare situation - it's like a house that's rotted at the frame. You can't renovate it, because the moment you change one major component you'll encounter problems with another. And in the case of the graphics card, you could bring the whole house down on yourself.
This is fastest card which will fit without any hassle or upgrading anything else.

Have any of you heard of the omen accelerater will it boost my pc can you not connect it?
There is literally nothing you can do to boost your PC, as we said you have to replace the whole system. Also omen accelerater, which is a external GPU hub, only works best for systems that has Thunderbolt port, or USB 3.1 Type C, which is important to have bandwidth or else it will bottleneck whatever GPU used in it, but I would never consider recommending one mainly because if you got yourself a Laptop with a decent CPU, and there no way you can afford doing a desktop build, but you have a GPU laying around, this can help you out for awhile, until you save up doing a desktop build, but even then you're spending more money then you should anyways, as the external GPU hubs can be expensive, which is better just to do a desktop build.
Also to be clear, that thing isn't going to do jack for you at all, which you don't have the port to start with, and your CPU is seriously under power, I left a link above showing a $80 CPU dual core, which is 3x better than what you have right now.
