You seem to not undertand...YOU CANT START STEAM with no iternet...I get the whole offline mode thing but if i am just turning on my PC, and try to sign in steam without internet, it WILL NOT allow me to do that no matter what..there is no "go offline mode" option..
1. Turn on PC;
2. Steam tries to log on;
3. Login fails because internet is unavailable;
4. Steam asks if you want to retry login or instead use offline mode.
As a test, you could try disconnecting your modem or ethernet cable and reboot to see if the offline option is available at startup.
#4 never happens to me...however I did have the "don't save account credentials on this computer" box checked, I unchecked it and I will test it out later because I am downloading something right now
but I think that was it
Anyway normally if the ISP is having problems the steam client should detect that and tell you to use offline mode, just start steam and remove your internetcable or disable it from windows then start steam and he will ask to use offline mode.
But the point was that rescue team7 does require steam to run 24/7 and have an active live connection with steam all the timeand thats all because this way the gamer can play on any device he or she has installed there client so data be saved online in tyhe cloud and that does need a 24/7 live connection, and no isp is online 24/7.
True, thats why i buy games first at a big sale so the games are cheap, if and when many games do not have the always need steam to run to play restriction then i will keep buying games from them and often even at list price.
Anyway seems seeing is believing so i made a screenshot ( i removed gametitles cause not the whole world has to see what games i bought or how many)
Look at the messages on the screenshot and right on your monitor you see that the internet is disabled check the icon, and the RT7 game does not start.
And thats what i meant with some limitation of bought games that if isp is down or a local cable for the internet has erors or is damaged the game cannot be started because of no active internet, with FREE browsergames it is okay but whit paid for games it 'hurts'
The link i just got after upping the file to imgur:
