Additionally, nothing has to be in there long in order to encounter this. Whether a price changes 20 days or 20 seconds after you add an item to your cart and go scanning for other titles, you will encounter this message. The items in mine have been there since last night.
Furthermore, wtf is with people like you who feel the need to question request for basic-ass features that are common on internet shopping carts? Here's another answer to your question: the same reason other sites found cause to implement it. The end.
If no then why even bother? I mean if the prices still suit your likings so that you would buy it anyways then the differences will just be in the Cents-area, wouldn't they?
EDIT:
I see your concerns I had this quite a few times too but in sale periods those are mainly Steam hickups where the cart was slower than the storepage and therefore FALSELY warn you about it
New policy as of August 2023...
https://steamcommunity.com/groups/steamworks/announcements/detail/3700310527377680732
Until the devs/pubs adjust their prices in your currency for all the items in the bundle, you can not purchase them. Even if it is only a single item that is priced too low, the entire bundle can not be purchased.
You may want to let the dev/pub of the game know about the new policy. They may not have read their emails from Steam recently.
