That sounds like a problem on your end and not with Steam. I installed a nearly 4 GB game earlier today and it didn't even take an hour to download and install. And my computers not even that new. Except for a graphics card upgrade and adding a WD Black HDD (for game installs) about 4-5 years ago the rest of the system was built back in 2012.

Steam has to patch files locally which means

1) read the entire original file
2) compute the deltas from the patch file
3) write out the new file to a temp location
4) move the new file to the install directory

Given you’re playing Destiny 2, any significant patches from Bungie are pretty much touching almost the entire installation of the game. If your cpu or disk is slow then yes it will be slow. Also anti virus programs can often make patching even slower as it actively tries to scan every time the file changes.
