If I remember correctly, this is actually a technical restriction. The Steam client uses the Chromium framework and I’m pretty sure that, unfortunately, Chromium doesn’t have any support for R2L languages like Arabic. I’m sure that someone will correct me if I’m wrong on that.
If I recall correctly, the issue isn't Chromium, it's Valve's own UI toolkit VGUI which doesn't support right-to-left languages, and VGUI is still used for a lot of the UI in the Steam client (e.g. the downloads page, Steam settings, game properties). They're transitioning away from VGUI (e.g. the new library) but there's a way to go yet.
