My question is why Steam Client have no Arabic language?
I'm a Native Arabic Speaker and I can help you with that to make Arabic available in Steam to all players around world from Arab Countries

If I remember correctly, this is actually a technical restriction. The Steam client uses the Chromium framework and I’m pretty sure that, unfortunately, Chromium doesn’t have any support for R2L languages like Arabic. I’m sure that someone will correct me if I’m wrong on that.

Yeah the R2L thing is the main issue here, however it still stands that they're not accepting any new languages to translate.

I'm pretty sure that Chromium, i.e. the browser engine behind Google Chrome, supports Arabic[www.google.com].

If I recall correctly, the issue isn't Chromium, it's Valve's own UI toolkit VGUI which doesn't support right-to-left languages, and VGUI is still used for a lot of the UI in the Steam client (e.g. the downloads page, Steam settings, game properties). They're transitioning away from VGUI (e.g. the new library) but there's a way to go yet.
