Finer controls for download scheduling (like utorrent's weekly grid)
It's exactly what it says, as above.

I've been having trouble with download speeds due to ISP throttling (a quick scan of other threads/comments shows I'm not the only one), and have had to resort to finding some convoluted external scheduling mechanism for the whole PC using BIOS timers, Wake on LAN and scheduled tasks shutdowns, but it isn't ideal. Torrents (on uTorrent on another mini HTPC) run fine, with reduced/trickle down speeds at certain times, and full speeds at different times.

It's a tiny code and GUI change to make; having an "Advanced" button/link next to the option under Download Restrictions, and having that open a small window, with a text box for setting the reduced speed, and a 24x7 day/hour grid below that which toggles between No Limit, Limited Speed and No Downloads, for each hour block. At the backend, the code/procedure slots into or is appended into the existing download restriction hours module.

Steam is all digital downloads. With auto-updates. And a lot of traffic. I just think it's a no-brainer given the need and use of download bandwidth. I'm sure the additional data/telemetry from the download settings that people use, across different regions, could help with Steam's server optimizations.

Just saying.

(I'm not even going to go into actual torrent-style client-to-client P2P downloads, the way Windows 10 does update delivery optimization.)
