What game is it that you want to dl the c, and NOT play? I've never seen this issue before on any game I own... and I have plenty of dlc.
I was planning on going to sleep for the night, but decided to check out what DLC was available for for the game. I saw several DLCs, including one which was free. Upon clicking on the download button, the game launched. A few seconds later, a notice appeared stating that the download was finished.
I have noticed a similar thing happen when I downloaded some free costume/item packs in one of the "Tales of" games. I had to repeatedly close the game and download the packs one by one to get all of them.
For the record, this has only happened with Free DLC, and not the paid ones.
It happens on every Free DLC and only the Free DLC. Paid DLC gets normally installed, but on Free DLC the Download button acts as a Play button.
I have had it with Dungeon of the Endless, Glass Masquerade, Crusader Kings 2, Motorsport Manager, Endless Legend, Darkest Dungeon (Musketeer update), Pillars of Eternity. From the top of my head.
Installing DLC doesn't mean you want to play the game at THAT moment. When I see free DLC for a game I own, I install it cause I forget about it later on.
Edit: It didn't used to do that. I've installed Free DLC on games in the past without the game launching. There has been changed something last year.
