No, it's entire purpose is so those who can get it for cheaper won't gift to those who have to pay more. Doing it the other way defeats it's purpose.

Honestly why do so many people think Valve wouldn't happily let you just pay them the extra money rather then having to go through the digital gift card route if they could.
Your first point sounds reasonable, if Valve were a bit more clear on their community policies I wouldn't have to ask stupid questions like this.
How can the tax thing be applied in this case? Not trying to argue here I'm just curious since gifting is still a thing, just not from a region with a lower price to one with a higher price.
