Let me ask you, "what is your definition of the word random?"
The whole point of the entire system was to provide a healthy market for the cards.
They'll hear you but they won't do anything. Why not? Because programming an algorithm that gives actual random results is a lot easier than one that gives the kind of results you're looking for. There's also no business reason for putting that much effort into changing something that most people don't seem to care about and won't generate any extra revenue for Valve.
Also, that suggestion that you got from Support that you should post it here? I'm afraid they say that to everyone so that you don't feel like you've just been fobbed off.
You are forgetting the game dev and Valve cut of Market sales/purchases.

It's still a better deal to sell unwanted cards and buy others to complete sets than to turn them into gems in order to create booster packs which may not even contain what you need
if the cards are not worth selling, then making boosters for that specific game probably isn't smart either.
