THAT is why you cant invite people that arent your friends. People who arent your friends dont want your spam.
just on a sidenote, i have never experienced spam invites from groups, nor have i ever seen threads on any forum complaining about it, so are you sure the "spam" thing isnt a nonexisting issue?
How would removing that feature accomplish anything? How about start trying to be friends with them first?

When people could mass invite, I would get spam invites to groups constantly.
I am much happier now that I do not get those invites,. Most of us are happier now that we do not get those invites.
Let me put it another, more forceful way. I dont know you, I dont like you, I dont trust you, so no I dont want to be in some random group with you and a bunch of other people like you.
See, this is what happens. You join one of those groups, and then bunch more people like you in that group send more invites, to other groups.
People complained. Valve saw the problem. The functionality was removed. We dont want it back.
edit: Id also add that spam of this type and others is exactly why they implemented limited accounts as well, so i dont get these invites from lvl 0 1 game accounts either.

woud have solved it without ruining it for anyone.
anyway, the suggestion OP was edited, i dont know if you saw it, but instead of removing the feature, it would just add a feature instead.
