You want to switch power plans when you run a game, then do it yourself.
Then run cmd.exe whilst in Steam BPM.

That will switch power mode to High performance so if you relist the powercfg you'll see

To switch back repeat the process entering the GUID for which ever plan you want. Either edit the 3 you want how you want outside of BPM or create new one specific to when you are using BPM.
Either type exit and hit enter to leave or click the x.
Then set the power plan once you hook your pc up to a tv.
