Steam simply downloads games now. There are no installers to choose which languages you want to install like the old days.

Valve merely acts as distributor.
That's like asking for a fruit salad, and being angry at the waiter that it has Kiwi in it, when the cook made it.
That's why I am asking here for a solution so that Steam can put a rule for this so that developers have to take action.
Making this mandatory will also cut bandwidth costs a huge degree for Steam.
Forcing more onto the devs will push them away from Steam. The ability to do things the way they want is one of the reasons why they choose Steam.
Are you a representative of Valve? And why would a developer decide not to release their game on Steam because they have to allow Steam to upload only the needed language files to game owners?
You need to contact them instead.
Which developers are you talking about? How do you know they don't like it?
I know because they still force all lang to be DLed regardless of complaints to them through their forums here, their official forums and through the many emails users have submitted directly to them.
Are you one of them? and please show me a link to one of the sources in which devs are refusing peoples' wishes.
It's also a different question of whether they would comply or not, unrelated to if they like/dislike it.
If you were a developer, what is easier? Packaging up everything one by one, having to set up a special download routine, figuring out how to integrate it with Steam's download system (which doesn't seem to even have this functionality yet), or just sending all in one package.
I'm also doubtful of your claim that a single language change can create gigabytes of downloaded files.
You are asking for proof, so let me counter that argument with the same. Where is your evidence?
