notification before server maintenance/downtime

put a small area at the top of Steam client and notify users prior to any server downtime or maintenance or any other expected thing that can affect server status, so people will know when it's happening and they close their works and games and the community discussions won't be flooded with topics about this matter. they are right though to ask about it, there is just lack of notification that causes this and other problems.
