1. Having a minimum playtime would result in people idling the game. Pushing it to two hours would lead to people not being able to refund, thus skewing the results.
2. There's no way of determining what is a good point or a bad point. Reviews are free form opinions and as such there's really no formal requirements for them.
3. A game can be a horrible piece of shovelware from the first seconds. You don't really need more than that in some cases. The game could also have severe technical problems, again no reason to force people spend time with it.
What yasahi said, you can search time limits for reviews and we have mentioned countless times it doesnt matter. Hours dont mean a person has played much of a game, refunds exist and some games dont run for people for one reason or another etc etc.
