Maybe it detects our headset with mic?
There is no option to turn it off in Steam>settings >remote play >advanced> settings .
I sense the situation where Steam want to promote "OH GOLLY WE HAVE VOCAL CHAT TOO !" even though you're using already something else anyway. For example because you discuss with people before playing and hence Steam's vocal chat is redundant. I sense something stupid like that. I mean it's not like they're going to lose money because people are using different vocal softwares.
