Why do boxes about achievements and boxes about notifications fly into game windows when I'm trying to play games?
What a disaster. When logging in there are advertisements about various events that I have to click though, rather than just letting me play the game I already paid for. This should all be easy to disable, or more accurately it should be opt-in, but you can't even opt out.

Worse still, just to post here to try to discuss the issue, steam insists that you have to create some long profile before being able to post here - "You need to set up your community profile before you can participate in discussions." Again that's awful design and disrespects the users that keep this service alive.

The achievement boxes are supposed to go away when disabling the steam overlay, so we'll see if that works, it didn't earlier.

For logging into Steam... Steam > Settings > Interface >>> Notify me about... (uncheck)

Being a part of the community and making posts means you have to start out with your profile.

Disabling the overlay will stop that, yes.
