No one has taken up that project since ~2012. The dev had it on his own private work list but he left Valve.
And you have no clue if an account is truly inactive. Not being logged into the friends network or being invisible does not update the last online status.
First come, first served. Pick something else.
The original owner can provide proof of ownership at any time to re-gain access.
Either way, i'd be angry if they're going on a whim and revoking the custom URL's on supposedly "inactive" profiles.
This whole topic can simply be answered with "get over it" for how dumb it is.
They re-directed you to the suggestion forum.
Which is what they do when they get suggestions; whether good, bad or even terrible.
That's what they do with ideas they know won't happen. Direct them here so the rest of the community can give you every reason why it won't happen.
You do not have to see or understand it, all you need to know, the vanityurl is taken.
You do not need to be logged into chat to use Steam, so the last online status is worth nothing.
If the vanityurl you want is taken, find another that is not taken.
