I don't see any reason not to. It's kinda lame, even small forums allow GIFs as PPs and thims multi million-user platform does not.

Nothing has been cut away, it was never implemented, and that is something a lot of users are happy about.

If people keeps abusing the avatar feature as it is, we could easily risk that Valve removes the upload of own avatar, and force us to use the avatars they deem to be ok, just like it is with the backgrounds.

More features for uneducated users = more ways for them to abuse the system. No thanks, the majority has no need for animated avatars.
