If this suggestion concerns a specific game, ask in the game forum for the developer to implement this feature.
As a permanent overlay in all Steam games - no. No matter how you place it, it will block the view on an important part in some game. I suggest to set up a clock next to your screen instead.

You can see the time when you press shift+tab as well

It's not overly difficult to put a clock next to the pc or set an alarm on a clock or on the pc to popup after x minutes.

Although it HAS to be on-screen your best bet is something like MSI afterburner or Rivatuner with the system clock plugin.
hahhaha

Wear a watch. Buy a small clock (you can get cheap ones for like a couple of bucks). Have a TV on in your computer room. Have someone tell you the time when you ask them.

The Steam in-game overlay includes a clock. So basically it already exists

Also note that 'in -game clock' does not solve the problem of "addicted to games". You are solving ht ewrong problem

One of my old phones has been demoted to a desk clock. You know what a dock costs for an old model? Squat!

Are you incapable, as a parent, of setting and enforcing limits or turning off your kid's machine?
