Disable All Downloads At All Times Without Quesion
Please provide an option to disable downloads. And by disable I mean never, ever download anything. Do not update while I'm playing. Do not update while I am sleeping. Do not ever update.

The update options provided have never seemed to prevent downloads from messing up my bandwidth while I am trying to shoot some NPC in the face. Do you know how much it sucks when you rubber band across a map and end up stuck waiting to spawn because Steam's updater options get ignored for who knows what reason?

You can do this already. Go to Settings > Downloads and then Schedule the Auto-update for hours when your computer is going to be turned off. Also games don't update when you're playing unless you have the box in this screen checked to allow it.
If you're running third party firewall or anti-virus software this is likely the cause of any slowdown you're getting during play.

The scheduled hours doesn't always work. Don't update during games also doesn't always work. And it's not my firewall. I can simply look at the windows task manager networking graph to see that steam has in fact saturated my link to my ISP>

Steam client updates, like the May 16th update, do not follow any of those settings.

I agree with jdub. And most of the time it's just updating games on special. I can give 2 nuts. I thinik if I'm interested in a game I have the right to look, not have the specials updated to me every freakin' 10 minutes while I'm trying to play a game already. It's becoming a real pain in the ass.

Fired up steam tonight. It's downloading something. It's not supposed to be. Sigh. (and by sigh I mean a bunch of foul language)

It can't recognize games that aren't started from the client. So are the games you're playing on Steam at that moment?

All my games are steam games and I start them all from the client.

Not gonna happen but here's a thought. Uninstall some games. YOu will onbly ever download updates for games you have installed.

You can also make a note of the biggest offenders and just unistall those. Yu can also set it to only update when you launch the game.
