For certain domains steam asks more frequently because those email domains recycle email addresses if they are unused. By requiring you to verify it, the email looks “current” and thus won’t be recycled by the email provider
If you refuse to confirm your email then it will continually ask you to do so until you do
They do it because people change their e-mails all the time and never think to change it on steam. It cuts down on people contacting steam support because of it. Its not going away.
So only a minute of annoyance every 6 months, or a life time of meh its just a green line.
Seriously people get so bent out of shape on this. But if it wasn't there they would be crying "why didn't steam remind me about my e-mail address!!!!"
For every issue about security being too tight I see people complaining about, I see people who complain about the exact opposite that security is too lax and there should be more stuff.
There are too many annoyances, I'm just trying to trade with my friend, get rid of them. There are not enough annoyances, I was scammed by someone, add more warnings!!!!
Its 2 minutes a year out of your life. More then likely less than that.
It must be for your own protection, don't you think?
Personally, I'd rather have them ask it, then for them to remain silent, and not knowing it for sure. Just in case something is going on.
It must be important, or else they would not bother you with it. It has nothing to do with them not believing you, that's your own interpretation. They are probably just trying to take care of your assets. In which case, you must cooperate.
And it can't hurt to ask, right?

Steam will only ask you twice a year if it’s a “good” email provider
If you get it more frequent than that after confirming it’s likely because you have a shady email provider that recycles emails which necessitates the constant verification
