Let Users Force Steam Remote Play Together
Right now, it is up to devs to mark whether their game is Remote Play Together compatible. The "Remote Play Together" invite will not show up if it's not specifically marked as compatible. Maybe there are old games that would work well with the feature, but can't be played with Remote Play Together because the devs are already inactive (I'm thinking of the Marvel Ultimate Alliance games, here).

Maybe let users test themselves and force the feature? Even if you tuck the feature away in several layers of menus, just so it can only be used by people who actually know what they are doing. I dunno, Steam can even use this as a beta test and officially declare games as RPT compatible if there's enough data to support that it's compatible.

Why would any developer NOT opt into this? Like honestly, all it does is enable more people to play together.

Some already opted out. Not many though.

New features are not always something every company wants to have.

I think the two main reasons why a dev/publisher might not opt for this is

1.) the devs are gone and whoever's in charge doesn't really care much about the game anymore (especially in cases of delisted games)

2.) it can let people play online with just one copy of the game. They could lose out on potential purchases (e.g. games that have both local co-op and online co-op. Online co-op would require multiple purchases of the game, but people can effectively do the same with just one copy by using remote play for the local co-op.

#2 is probably the reason why Sega chose to enable RPT on Sonic All Stars Racing, but not on All Stars Racing Transformed (transformed only supports Remote Play.)

This feature is enabled automatically for games that are listed with Local Multiplayer, Local Co-op, or Shared/Split Screen capability, but you can enable or disable it yourself to match whether this feature is appropriate for your game.

All-Stars Racing Transformed app data has been pretty much abandoned by Sega. They haven't even uploaded new library assets for it.

If you really need remote play, Parsec will do it to any game or application.
