With Classic Shell!
1. Use the various sources (most quoted sources I've seen are on YouTube) to rollback your Steam client to the version before the new library with config file edits to prevent it from updating.
2. Stop using the Steam client altogether.
Both are viable solutions.
That would be option 2.
