Errors about Downloads being disabled while in Offline Mode

This is a really annoying issue I have with Steam in offline mode. I do not have constant internet access and it's very annoying and inconvenient to have to right click, go to properties, and then open the games local files just to launch the executable directly. It's in Offline mode, so why does it even try to download updates at all? And why does it complain that downloads are disabled?

Idk but it steam say: "just open every online game and close it maybe the problem will go away"
