This is literally the first time i EVER hear such an idea, it just doesn't make sense like at all. I don't know what kind of circle of people you talk to, but it sure is a strange one if you guys have requests like this one.
Doesn't mean that i think that this feature doesn't need to exist, maybe it does, if there's a demand for it, but, really, what's the point? Just don't get badges and the problem's solved :/
What would be much more reasonable is if they added more profile customization options, like hide your levels, hide your badges, GIF avatars, change the menu colors, all that good stuff. I think that that's what people should be asking for, instead of adding an option to artificially lower one's steam profile.
May i ask why would you need such a feature? How can one possibly benefit from it?
It's literally a reward for using steam and acting within the community and playing games, etcetera. More friends, more showcases, all that. Sure it's not really that important, but it's an indicator of real and fake accounts, and an indicator of those who actually like to be active on steam and in their activities.
It sounds harsh, I know, but, it's basically a rule of life.
Also, mightn't I ask what your problem with colours in the levels is?
I don't see you complaining about the shape change, 'tis all.
While we're at that, allow me to get rid of "years of service", too. What a rude, offensive and unprofessional thing to put on my profile.

You paid a lot of money to level up, and you earned benefits from each 10 levels you gained, it was your choice and your choice only, you made a mistake then just create a new account and start buying the games you bought again slowly, or use family share to share games with your new account with your desired level 10.
Also if it is indeed tied to the Steam Market like IFIYGD stated, then you can only daydream about Steam writing a huge piece of code to treat special snowflake cases like yours.
Finally, hiding badges/steam levels or decreasing them could open more door for scammers.
If you wanna do anything about it, make your profile viewing stats private or friends only.
So it's really not that beneficial at all, and I sort of smell a troll topic really.
