That was something you claimed, so obviously you had to provide proof.

You claimed, with your 79%, that games don't allow you to simply pass the 90% barrier by progressing the game. The Telltale Games have been provided as examples of games that do that multiple times now, I think the first time on page 2.
Your claim is false. That together with things like SAM makes the idea in the OP moot.
Not to mention that the amount of achievements one has doesn't say anything about how much one likes/loves a game.

You literally have to go through every single stage in the game.
Read those achievements.
Every single one is for a specific chapter.
If that's not deserving of a Top <insert game name> Badge, what is?
If you complete 79%, you don't get a top fan badge.

Saddest part is we can give you plenty of examples of those too after all games that give you every achievement just for having the game running a few minutes are the reason why Valve had to crack down on the amount of achievements games were allowed to have and add the learning quarantine before those would count for your profiles stats.

Do you even know the Telltale games? There is little to no effort in those games, it's almost like a visual novel. They're not achievements, but progression trackers. You want to give people a badge simply because they played the game. Which is nonsense.
Your claim in the OP is that only fans will try to complete achievements. Which has been shown to be false, as you can get 90% on games where you don't have to put in much effort. It also doesn't prove that people are fans.
I've got 2 Telltale games on 100%. They're also the only Telltale games I played, simply because I don't like them enough.

Does your own link not prove if you complete more than 90% of all the achievements for a game, you get a Top <insert game name> Badge that will appear on your Steam profile?
