I will tell you now, the majority hate the idea. There is also the fact as you mention that it will be abused so no uploading will ever be allowed and of course the license to broadcast music and what ever is very expensive and its not something Valve would pay, and it would be a per song thing.
So short version, no, its not going to happen.
Long version, use the search feature.
We already have more than enough people plugging their emo rap songs into "guides" or pasting ascii art mp3 players into reviews. This will only embolden such people.
What came up were a lot of people asking for for soundtracks & music to be played when anyone views their profiles. With much hate aimed at the idea to boot. I agree auto play audio functions when viewing profiles is way too much & will surely get annoying.
What I was suggesting was a simple showcase feature to showcase any audio files be it music tracks or whatever. No auto play functions of any kind.
I don't see how it could upset other steams users as it would only be found on ones profile. Most likely mixed in with other showcase features, practically hidden out of sight of the untrained eye. In all honesty how often do people actually bother looking at other users profile pages for such a thing to bug them. I mean it's already possible to simply post videos into the steam activity page.
My idea is aimed at making easy viewing/listening access to steam friends, that are actually steam friends & not a number booster. You can just say hey check out that vid/track I was telling you about on my profile. These are the type of steam friends who are not on any social media platforms. Steam being the only coms link you have with them.
I get the point with copyright & licence issues. I'm sure if it were to happen it would be a thing already. Plus the extra leg work valve would have to put in to monitor.
For the record I just wanted to upload my own files. No rap tracks
