I know it's requested by a lot of people where we are multiple gamers in the same house with a small connection and everyone update the same files at the same time

I unknow if people know that this solution exist already and it's limited to cyber cafe owner

I ask for get access to a limited version of the Steam PC Café Server for personnal use where the cache content will work and allow everyone to download from the same local server the same game or update instead of downloading the same file multiple time
Mostly in country/state where bandwith is limited or slow since the software is already online

also include in this link the information about cache content server where requested by thousand people

Unknow why Valve don't release this apps for user purpose since this pratice can reduce valve bandwith

That doesn't say it'll be for personal use, which the OP is asking for.

The OP can set up his own network to download once to 1 main storage and deliver that to all his PCs/accounts. There are plenty of options to do so.

If your a regular user this application is not available
