Allow playing games while cloud syncing

Why we can't play games while cloud sync is working?
It's really annoying when I exit a game and then can't play anything until cloud sync is finished.
It's a big problem, especially with games that have big save files.

I played Surviving Mars a little bit.
Built just few things and save file was already 106 MB.
After exiting game, had to wait about half an hour until I was able to play any games.
That game gives you 9.21 GB of cloud storage for save files.
So when my save file becomes few gigabytes large, I'll have to wait for few days for Cloud Sync to finish.

Steam Cloud should be able to do sync in the background and let us play games while syncing.
And if we exit Steam in the middle of sync, it should resume next time we start Steam.

Don’t worry, your save file won’t get that big - 9.21 GB is the standard size for a chunk of Steam Cloud storage.
