An alternative that may help is to use the Invisible status. That'll make you appear as offline to your friends, while still giving you full access to everything on Steam. You can even chat to friends while you're invisible.
There is a "Do not disturb" option though. Just check the downward arrow after your name in the Friend list.
If they cannot determine that "busy" and "away" both mean you are unavailable, then no change of wording is going to help them.
