Suggestion: change the red text players are shown when attempting to message non-friends
I recently messaged Steam support, thinking I did something naughty to get my account chat-blocked from messaging non friends. The message is something like:

'Your account does not have permission to message non-friends'

Steam support explained to me that this is not in fact anything personal, instead we were never supposed to be able to message non-friends to begin with.

May I suggest that you change the red message that users receive to make it more obvious that it's 'nothing personal'? Right now, it begins with 'your account', making it sound like it's just me and 'permission' also makes it sound like some people have said permission (when in fact, nobody has, maybe except Steam employees?).

Instead of something like 'all steam accounts' or 'add this user to your friend list to start a conversation' would lead to less confusion.

Standard legal software jargon.

I think it should have an invite button after the message saying you should "invite" them to continue.

I get that it's legal, but can legal not be general too? 'Under xyz part of the T and C Steam users are not allowed to send messages to non-friends' or something shorter that says the same thing,
