Gift games to multiple people in a single transaction.
If you buy more than one game in a single purchase, you have the option to either add all games to your library or gift them. Problem is, it's all or nothing: If you gift them, they all have to be to the same person - you can't gift one game to one person and another game to someone else. Also, you can't buy one game for yourself, and gift the other game to a friend.

It's bogus enough that we can't add games to our inventory to save for later, but I'd be willing to look past it if they actually took the time to improve the gifting system. When they removed the feature, they only knew they wanted to make it harder for people to trade/sell their games... they didn't take the time to consider what could be done to help improve the gifting system.

Short answer, 1 per transaction makes it easier for everyone just in case of refunds. Because refunds are for entire transactions.

That's for gifting multi copies of a single game though, not quite what I'm worried about. And that comes down to developer decision. For example, the game Postal 2 has a 4 pack - adds the game to your account, and gives you three giftable copies that can be sent at your leisure.

And I'm sorry, but that's not correct. I've had an incidence where I bought a handful of games in one purchase, and one of the games wouldn't run very well (it was an older game, not optimized for modern systems). They refunded only the game I requested.

Oh, and for gifted games, you can only get a refund if the receiver agrees to you refunding the game, anyways. When you attempt to refund it, it'll inform you that they'll receive a little notice, and they must agree to it or the request will be canceled.
