They are specific colors, yes.
That's the point: changing your color can at a glance mean that some people will be confused by a high- or low-level account.
It's not gonna happen.

You are level 60. Your color is purple. Now imagine you are an idiot who doesn't know how easy it is to change the color.
Some scammer comes a long and says "I'm a steam admin, I need to check your items to see if they are real, I need your login info."
You say "you're not a steam admin"
He says, "We're both level 60 but the coloring around my number is gold, thats proof I'm a steam admin."
Or he says "I'm a level 10 account, but I have purple around my number, thats proof I'm a steam admin."
Your reply "ok oh, heres my login and password and other stuff you need to log into my account."
And again yes.... there are stupid people like that.

.... The NUMBER is your Steam Level.
That can only be changed by... y'know. Buying games and participating in site things, trading and making cards, etc.
You don't get to choose it. That would defeat the ENTIRE purpose of this anyway. They color coded the levels and that's pretty much that.
.... "69" and "420" were invented by people older than those working at Steam, dude. Do you think somehow that they 'missed' those? How dense are you?
The point here: Steam LEVEL will be a number earned by your participation and payment. Steam level COLOR is coded directly by the same people who decided how many points each level are worth, and what colors were likely determined by a lengthy bunch of meetings.
They're not going anywhere, either of them.
